The Guide to High-level Foreign Talents Applying for Permanent Residence Permit

Foreigners who meet the qualification standards for high-level foreign talents in Zhongguancun can apply for permanent residence for foreigners via a recommendation letter issued by the Zhongguancun Management Committee.
The high-level foreign talents in Zhongguancun should meet at least one of the three qualifications below:
I Distinguished award winners or candidates of high-level talent programs
II Well-known foreign experts and scholars
III High-level foreign talents in enterprise innovation and entrepreneurship
Example
Possessing a work-type residence permit issued by the Beijing Public Security Bureau, Mr. Zhang serves as the deputy general manager of the XXX company (the company is categorized as a national high-tech enterprise in the Zhongguancun National Innovation Demonstration Zone). Under such circumstances, he is qualified for applying for permanent residence for foreigners via a recommendation letter issued by the Zhongguancun Management Committee.

Documents Required:
I Two 2-inch color photos with a white background or light blue background;
II A copy of the applicant's valid foreign passport and visa;
III The original recommendation letter issued by the Zhongguancun Management Committee;
IV The copy of the "Foreigner Work Permit", the information of the organization, position, and personal details in the work permit should be consistent with the recommendation letter issued by the Zhongguancun Management Committee;
V Applicants who held Chinese nationality before must provide a certificate of foreign residence qualification, naturalization paper or household registration transcript, and a copy of the Chinese passport used for naturalization;
VI Applicant's resume (from 18 years old to present with continuous work experience required, accurate to the month).
